Number of Positions Open: 1 Posting Period: 21-Nov-2025 to 05-Dec-2025 Job Summary: The Manager, Transportation Operations & Maintenance (Winter Services – City-Wide), leads the planning, delivery, and continuous improvement of winter services across Toronto. This includes ensuring cost-effective and environmentally responsible execution of operating and capital programs delivered by both in-house and contracted teams. The Manager applies strong project management skills to oversee procurement, contract administration, budget management, and public communications, while resolving service-related issues and complaints. A key aspect of the role involves collaborating with other divisions to coordinate operations, align resources, and implement strategic initiatives that enhance service quality, operational efficiency, and the resilience of the City’s transportation infrastructure. Major Responsibilities The core responsibilities of this position span several key operational and leadership functions related to road operations, specifically city-wide winter operations, including but not limited to the following areas: Contract & Program Management.
- Leads in the development of contract documents, procurement, special specifications for planned operating, emergent and capital work, reviews and evaluates procurement submissions and prepares recommendation for contract award.
- Manages the activities of staff and contractors engaged in operating and capital programs through planning, scheduling, coordinating, monitoring and effective development of resources, authorizes payments to contractors including the negotiation of extra work orders and claims.
- Conducts detailed analysis associated with contractor performance, key performance indicators and compliance, particularly those associated with Auditor General recommendations.
- Develops and implements detailed plans and recommends policies regarding program-specific requirements.
- Manages the effective, efficient, and equitable delivery of a consistent level of maintenance services throughout the City that meet public and political expectations within budget allocation.
- Develops and leads the implementation and management of typical and emergency event response plans.
- Examines service delivery methodologies to harmonize services and balance resources.
- Leads the review and initiates inter-divisional organizational changes to seek operational improvements and efficiencies.
- Works effectively with all Transportation Sections and other Divisions.
- Actively participates as a member of the Divisional Operation Centre when it is activated.
- Manages, motivates and trains the unit’s staff, leads mock exercises, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others.
- Supervises the day-to-day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and manages vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments and recommends disciplinary action when necessary.
- Evaluates and encourages staff to research and test new maintenance practices, equipment, technologies and materials and revise standards, specifications and/or contract items to incorporate cost-effective and efficient methodologies.
- Develops, recommends and administers the annual budget for the unit, and ensures that the unit’s expenditures are controlled and maintained within approved budget limitations.
- Manages the cost-efficient and effective delivery of services.

- Considerable experience in managing operational teams and addressing management-related issues, with a focus on continuous improvement and team development to support a high-performing workforce.
- Considerable experience in contract development, procurement processes, and contractor performance evaluation.
- Experience in developing and executing emergency response plans and participating in coordinated operational efforts during critical events.
- A current PMP Designation or a PMP Designation in progress would be considered an asset.

- Knowledge of road operations including winter maintenance, surface infrastructure, signs, and pavement markings, with an understanding of service delivery standards and operational best practices.
- Strong understanding and application of budget principles and financial controls.
- Highly developed interpersonal, negotiation, conflict resolution, analytical, and communication skills (oral and written), with strong political acumen.
- Possess and maintain a valid Province of Ontario Class "G" Driver's License and access to a personal vehicle.
- Availability to work overtime, including evenings and weekends, in accordance with legislative requirements.
